My last blog was in May, I guess that is a good sign, time passes quickly when you are having fun. And I have been enjoying myself. The market is challenging in some respects, but definitely some great opportunities for buyers. Interest rates have come back into the mid fives, and we have some very nice properties available.</p>
<p>Since my last blog, the golf clubs have been well used, I had an opportunity to play at Wine Valley in early June, the new course just west of Walla Walla, it is a very interesting course that presents plenty of challenges. I was fortunate to play with a regular, and he probably saved me 10 strokes, telling me where to aim and such. They are a great bunch of people there, and are always running some kind of special, check out their web site, <a href="http://winevalleygolfclub.com/">http://winevalleygolfclub.com/</a> if you are anywhere close or are thinking about making a trip to our area, this course is definitely a must play.</p>
<p>In mid June I played in the Realtor’s Golf for Food event at Veterans Memorial Course <a href="http://vetsgolf.com/">http://vetsgolf.com/</a>  the format was a best ball scramble, I thought we might have a shot at 65, but we were a long way from the 61 that won it! Everyone had a great time, and the Walla Walla Realtors Association was able to present the Walla Walla Food Bank a check for $4,000, a success on all levels. I am always amazed at the number of families served by the food bank, and unfortunately those numbers are up this year, even though we have one of the lowest unemployment rates in the state, it just says a lot about the times. The next big push for the Realtors is the annual food drive in October; we are looking to surpass our 42,000lbs from last year!<img class="alignright size-full wp-image-62" title="09_wheat_field[1]" src="http://wallawalladirt.files.wordpress.com/2009/07/09_wheat_field1.jpg?w=400&#038;h=286" alt="09_wheat_field[1]" width="400" height="286" /></p>
<p>Wheat harvest is just getting started, we are a week to ten days behind a normal start, but often that is a good sign, because often it translates into better crops. A couple of farmers I have spoken with had to stop cutting dry peas last week, because they were still too green, unusual….. Prices for peas are pretty good, unfortunately the same cannot be said about wheat, this has to be the most expensive crop of wheat ever planted in this Valley given what input costs were last year, but the cash price today is $5.09 Walla Walla, not very encouraging, let’s hope yields are up.</p>

			<content:encoded><![CDATA[<p>Spring is now teasing us on a regular basis. Everything is in bloom, we are seeing some mid 70’s temps and I think more sun than clouds. Due to the unsettled weather, golf has been hit and miss no pun intended!  I played last Wed, got wet on the first three holes, but by the time I came off #4, the rain subsided, the sun came out, and the next 14 were uneventful weather wise!</p>
<p>This past weekend Walla Walla held the 35 annual Balloon Stampede, the weather cooperated and 38 balloons took to the skies on Saturday morning. It is always a great thing to watch and this year was no exception. The festivities included a car show on Saturday with a great variety, from vintage model T’s to chopped and seriously tweaked model T’s.  Horse racing on Saturday and Sunday drew good crowds too.</p>
<p>The first weekend of the month was Spring Barrel Release, the consensus seemed to be,  numbers were down, but the sales were about on par with last year, a very encouraging sign given the current state of the economy.</p>
<p>Walla Walla Real Estate continues to slowly improve, we currently have closed 99 homes in Walla Walla/College Place since the beginning of the year, a strong showing compared to last year (roughly up 10% compared to the first quarter of last year) when we had only 363 for the year, but not on par with the 504 from 07, interest rates in the 4.5-5% range is definitely helping too.  It is a great time to be a buyer.</p>
<p> </p>
<p>One of the most exciting things on the horizon is a partnership between the Washington Association of Realtors and the Washington State Housing Commission, when all of the details are worked out, it will allow a first time home buyer to use the up to $8,000 of tax credit for a down payment. It is hoped that it will be in place by the 1<sup>st</sup> of June.  Projection show that up to 12,000 first time home buyers may benefit from the program, Washington is the first state in the nation to implement a program of this type. Currently 18-19 other states are looking at Washington’s program.  No matter which side of the isle your politics lay, Senator Patty Murray deserves serious accolades for her work on this project; it never would have come together without her efforts.<img class="alignleft size-full wp-image-55" title="farm" src="http://wallawalladirt.files.wordpress.com/2009/05/farm.jpg?w=971&#038;h=322" alt="farm" width="971" height="322" /></p>

Two inches of snow at my house Sunday morning, thank God it was gone by mid day, pretty disruptive for a 9am tee time! In all reality it is not that unusual for us to have these little blasts and reminders of winter as spring peaks its head around the corner. I have noticed that the forsythia which we normally see early in March are just barely starting to bloom, all of the farmers I talked to are at least two weeks behind in their spring work. But the crops will get seeded, wheat will start growing and grapes will leaf out, and it won’t be too long before we are all complaining about it being too hot. </span></p>

<p class="MsoNormal" style="margin:0 0 10pt;"><span style="font-size:small;font-family:Calibri;">Happily our real estate market has been warmer than the weather, here at Coldwell Banker First Realtors, other than February our listing and accepted offers have been right with 2008 numbers. The $200,000 and down segment of the market is very strong, with some very good inventory in place. Our turnout at open houses has been excellent. <span> </span>Buyers are a little more tentative than last year, but with the state of the economy that is to be expected. With interest rates in the mid 4’s it continues to be a great time to get your financing lined up and write on the home of your dreams.<img class="aligncenter size-full wp-image-52" title="anderson-barn" src="http://wallawalladirt.files.wordpress.com/2009/03/anderson-barn.jpg?w=500&#038;h=375" alt="anderson-barn" width="500" height="375" /></span></p>

The cover feature is “20 best small towns”, it features a great shot of Main St. All of the articles are one page splashes, but it is nice to still be recognized as a great place to live. Other towns featured are: Corvallis, OR, Moab, UT and Capitola, CA. Others mentioned range from Salt Lake, UT to Yountville, CA. </span></p>
<p class="MsoNormal" style="margin:0 0 10pt;"><span style="font-size:small;font-family:Calibri;">Quite a diverse grouping, but that is what makes the West such a great place to live and work, if you can’t find something to entertain you<span>  </span>and occupy your time, you had better check for a heartbeat!</span></p>
<p class="MsoNormal" style="margin:0 0 10pt;"><span style="font-size:small;font-family:Calibri;">I often have potential buyers ask me what Walla Walla has that would make one want to live here, my response is “jump in my car, let me give you the 25 cent tour and see what you think”, 9 times out of 10 what I hear after an hour in the car viewing our wonderful area is “this is a great place, I could live here.”</span></p>
<p class="MsoNormal" style="margin:0 0 10pt;"><span style="font-size:small;"><span style="font-family:Calibri;"><span> </span>My point being, <span> </span>we don’t have a big mountain to ski, or a Madison or Wood River to drown flies in, or miles of ocean front to stroll, but we do have a great little family ski hill that has some of the best tree skiing in the Northwest, we have Mill Creek, the Walla Walla and Touchet Rivers that provide some excellent fly fishing for trout and steelhead and the Snake and the Columbia to fish for everything from salmon to sturgeon. Or crank up the boat to water ski or jet ski until you have to go get a loan for fuel. The Pacific Crest Trail does not traverse the Blue Mountains, but they provide some wonderful hiking and horseback trails. </span></span></p>
<p class="MsoNormal" style="margin:0 0 10pt;"><span style="font-size:small;font-family:Calibri;">Throw in the excellent schools, both public and private, two outstanding four year colleges and a community college that is on par with any CC in the Northwest, people who look you in the eye when they say “Hi”, did I mention a winery or two? <span> </span>And it is pretty easy to see why Sunset Magazine put Walla Walla in the best of the West……….. again.</span></p>

And it couldn&#8217;t be truer than Seattle&#8217;s once thriving real estate scene. Nearly a third of homes sold in the last quarter of 2008 sold at a loss, according to recent stats.</span></p>
<p class="MsoNormal" style="line-height:11.25pt;margin:0 0 10pt;"><span style="font-size:10pt;font-family:&quot;">Here&#8217;s the story in the Seattle Times by reporters Karen Gaudette and Justin Mayo:</span></p>
<p class="MsoNormal" style="line-height:11.25pt;margin:0;"><span style="font-size:10pt;font-family:&quot;">The latest distress signal in a softening real-estate market comes from Zillow.com, which found that 29 percent of homes in the Seattle-Tacoma-Bellevue area sold at a loss during the final three months of 2008. <a name="more"></a></span></p>
<p class="MsoNormal" style="line-height:11.25pt;margin:0 0 10pt;"><span style="font-size:10pt;font-family:&quot;">And a Seattle Times analysis of property data from the King County assessor&#8217;s office shows that early summer of 2005 was the tipping point. Most homes bought since mid-2005 and sold during the last three months of 2008 fetched lower prices than their owners paid in communities ranging from Mercer Island to Kent to Federal Way.</span></p>
<p class="MsoNormal" style="line-height:11.25pt;margin:0 0 10pt;"><span style="font-size:10pt;font-family:&quot;">Sellers hardest hit were those who bought in the first three months of 2007. If they sold their homes in the fourth quarter of 2008, they typically lost more than $100,000.</span></p>
<p class="MsoNormal" style="line-height:11.25pt;margin:0 0 10pt;"><span style="font-size:10pt;font-family:&quot;">The opposite was true for those who bought homes early in 2000. They walked away with a median appreciation of about $200,000 if they sold at the end of last year.</span></p>

Our market here in Walla Walla continues to be steady with our numbers in Coldwell Banker First Realtors office stronger in December ‘08 and January ‘09 than the previous year numbers. </span></p>
<p class="MsoNormal" style="line-height:11.25pt;margin:0 0 10pt;"><span style="font-size:10pt;font-family:&quot;">The point being that no matter where you look you can find plenty of bad news, which the media thrives on, whereas if you look and listen there are spots that are doing well. We are very fortunate here to have a group of stable employers with decent paying jobs that continue to support our market. It is a buyer’s market, but buyers are not taking the beating we see in areas like Seattle. With historically low interest rates and plenty of good inventory, Walla Walla continues to be a good real estate buy.</span></p>

			<content:encoded><![CDATA[<p class="MsoNormal" style="margin:0 0 10pt;"><span style="font-size:small;font-family:Calibri;">I spent last week In Olympia with the Realtors for the annual Hill Day get together. 450 Realtors descending on the Capital is always interesting. This year was even more so with the state facing a 6 billion dollar deficit. The key words are “Status Quo” there is no money so it was eerily quite on the Hill. </span></p>
<p class="MsoNormal" style="margin:0 0 10pt;"><span style="font-size:small;font-family:Calibri;">The Realtor’s main issues are no new taxes, fixing the distressed properties legislation and more help with down payments for first time buyers through the WA State Housing Finance Commission; this is a program that is funded through the sale of bonds, so there are no new taxes involved.</span></p>
<p class="MsoNormal" style="margin:0 0 10pt;"><span style="font-size:small;font-family:Calibri;">The first time home buyers assistance is a big deal, stats show for every 1000 homes sold, it creates $126 mil in economic activity, 935 jobs and $37.5 mil in wages, as one of our members said “ housing is what got us into this mess, and housing is what will get us out”</span></p>
<p class="MsoNormal" style="margin:0 0 10pt;"><span style="font-size:small;font-family:Calibri;">It was a little different this year since we lost Bill Grant just before the session opened, Bill was a good friend of Real Estate, and a great advocate for the people of the 16<sup>th</sup> district. He was the longest serving member in the legislature at 23 years; both sides of the aisle and the 16<sup>th</sup> district will really miss him. </span></p>
<p class="MsoNormal" style="margin:0 0 10pt;"><span style="font-size:small;font-family:Calibri;">The flatness in the market has come home to roost on the west side; people were pretty gloomy about the 1<sup>st</sup> and 2<sup>nd</sup> quarters, given the fact that Microsoft announced layoffs of 5,000, and Boeing an additional 1,500, their concerns are probably well founded. </span></p>
<p class="MsoNormal" style="margin:0 0 10pt;"><span style="font-size:small;font-family:Calibri;">We continue to see an active market here in Walla Walla; our office is ahead of last January in both accepted offers and new listings. Even tho interest rates continue to bounce around, they are still near historic lows. Money is avaiable, but between the large numbers of refinances, and more scrutiny from underwriters, turnaround time on a loan is slower than we have seen in a while. Good inventory, reasonable prices and low rates make it an excellent time to be buying. </span></p>

<p>Though most industries have been hit hard by the events of the past year and a half, many have not experienced the perfect storm that the office market has. Unemployment rates are rising, companies are folding and many who have survived the downturn are reducing their spatial needs. This is compounded by the fact that some industries—namely real estate, banking and finance—participated in a mass exodus from many of the nation&#8217;s biggest employment sectors once the market turned. Contending with all of this, landlords are in for a rough 2009.</p>
<p>According to Grubb &amp; Ellis&#8217; 2009 Global Real Estate Forecast, there was 90 million square feet of office space under construction at the end of 2008—a majority of which will be delivered this year. This will be added to the approximate 45 million square feet of negative absorption, causing the nationwide office vacancy rate to increase from 14.5 percent to 16.5 percent, the study predicts.</p>
<p><strong>One Bright Spot</strong></p>
<p>Nearly every office market in the nation will experience a tough 2009. There is, however, one market that offers office investors and landlords some promise.</p>
<p>&#8220;No one is going to escape the downturn unscathed in 2009—except Washington, D.C.,&#8221; said Robert Bach, senior vice president and chief economist at Grubb &amp; Ellis.</p>

<p>According to Bach, the nation&#8217;s capitol is the best office investment opportunity on the market. This is because the credit crunch that is hurting the rest of the nation may actually buoy Washington, D.C.&#8217;s office market, as the government will need to hire significantly more people to create its economic recovery plan. More jobs will also be added if President-elect Obama has his way. On January 6 he urged Congress to create more than three million jobs in the next two years, including 600,000 new government jobs. Though not all of these jobs will be based in Washington, D.C., the district is sure to absorb a significant amount. </p>
<p>Strong population growth and natural barriers to entry also pushed a few other cities to the top of Grubb &amp; Ellis&#8217; list of top office markets. Portland, Oregon, Los Angeles, San Francisco, and Austin, Dallas-Fort Worth and Houston, Texas, rounded out the firm&#8217;s list, though Bach noted that Washington, D.C., is likely to be the only favorable market in 2009.</p>
<p><strong>The Holding Period</strong></p>
<p>Despite high vacancies, most economists and financial advisors agree that this is not the year for landlords to make any sort of rash decisions about selling.</p>
<p>&#8220;It&#8217;s going to be more of a buy-and-hold market for the next few years,&#8221; Bach said. &#8220;I don&#8217;t think anybody is going to buy <!-- Invalid office shortcode URL --> properties, make money and then quickly turn them around in 2009. Those days are over for some time.&#8221;</p>
<p>Even though the prospect of making money in the office market is pretty bleak, it does not mean that unloading that currently unprofitable property is a good idea, either. &#8220;Don&#8217;t sell unless you have to,&#8221; Bach advised. &#8220;It&#8217;s never a good idea to be a forced seller. In 2009, buyers are going to have the upper hand and negotiation leverage.&#8221;</p>
<p>Instead, entering into a holding period, if at all possible, seems to be the action of choice. Even as some owners may find themselves with lost revenue due to unoccupied space, Bach noted that others may beat the recession altogether if neither their loans, nor their tenants&#8217; leases expire within the next three years.</p>
<p>For those who do have leases coming due, the fierce competition among office owners may force some landlords to offer concessions and even tenant improvements to maintain occupancies.</p>

<p>Discounts and breaks in rent are extremely popular with tenants today, as many companies are scraping to get by. Locking in a discounted rental rate for the next five years can make all the difference between a company renewing a lease or moving into the new building down the street. Depending on how long a landlord can hold, a renewed lease at a discounted price should extend for two to five years. Another popular concession is free rent. In a normal market, a landlord may offer a month&#8217;s worth of free rent for every five years a tenant resides in the building. In a down market, however, many landlords are agreeing to forego that monthly rent once every year. </p>
<p><strong>Be Proactive, Not Panicked</strong></p>
<p>When the market shifts and the power rests in the hands of the tenants, there&#8217;s no question that landlords must do what they can to entice new clientele and renew the faith of their current tenants. There are times, however, when intense market competition can push owners into giving up too much. This often happens with tenant improvements. By offering concessions, landlords are simply losing out on future income that was never guaranteed to begin with. But with tenant improvements, that money is coming directly out of the landlord&#8217;s wallet. Bach noted that approximately $20 per square foot is the standard rate for tenant improvements, but the market has seen this number double and even triple in some regions, especially in the large metropolitan areas that have seen the implosion of entire industries.</p>
<p>Putting all the cards on the table can result in astronomical tenant improvement fees, not to mention renewed leases that could be well below market value once the economy recovers. Acting out of fear or panic, Bach noted, is what spurs a recession in the first place. &#8220;Look at the retail market,&#8221; he said. &#8220;Consumers stopped spending, decided to hunker down and saved more. That was a smart decision on a household-by-household basis, but when you multiply that by most of the houses in the country you get a recession.&#8221;</p>
<p>The same can be said of the office market: owners compete for tenants and, in the spirit of competition, continue to make their spaces more and more desirable until they are no longer profitable and tenants can all but steal away any prime locations they want.</p>
<p>&#8220;Landlords get nervous—they read the headlines, they get spooked,&#8221; Bach continued. &#8220;Even in relatively stable markets we&#8217;re seeing a change in psychology. The decisions that [landlords] are making to trade rent for occupancy might be putting more bargaining power into the hands of tenants than might otherwise be the case. Market conditions don&#8217;t necessarily warrant the level of landlord incentives, but they are anticipating that the worst times are to come, so there is a level of panic among landlords.&#8221;</p>
<p>Instead of killing their bottom line, Bach believed that proper management, combined with some research into an area&#8217;s emerging industries, could get landlords through this tough time. For example, instead of continuing to court businesses within the real estate and financial sectors, Orange County office owners could research the growing needs of technology and biotechnology firms, two industries that are gaining momentum in the area. This doesn&#8217;t necessarily mean converting one&#8217;s office space into laboratory facilities, but rather conducting the necessary due diligence to see what needs the current business community has and how an office property can accommodate those needs.</p>
<p>Clearly, 2009 is not predicted to be a profitable year for many industries, office properties included. Though there is no golden strategy to escaping this recession unscathed, there are many tactics that landlords can employ to minimize losses and ensure that they&#8217;re in the best possible positions when the market recovers and the chips are back in their corner.</p></div>

<p style="line-height:12.2pt;"><span style="font-size:8.5pt;font-family:&quot;">It was a little ironic; my meeting was with a couple of gentleman about a piece of property I represent that is going to have an overpass built on it. It is on the far west end of the project and is part of the interchange at Hwy 124 and 12 at the Snake River Bridges. <span> </span>http://www.wsdot.wa.gov/Projects/US12/SR124BurbankInterchange/. When all of this is done, there will be a minimum of 4 lanes from Walla Walla to Seattle and just a short stretch of two lanes on Hwy 730 to Portland. <span> </span>We will be connected!!</span></p>
<p style="line-height:12.2pt;"><span style="font-size:8.5pt;font-family:&quot;">It is interesting that at the beginning of 2008, budget wise, everything other than Phase 6 appeared to be on the back burner, the original funds for study and the completed sections in the Burbank area were funded by the 9 cent gas tax raise in 2005 and those funds are not enough to get the job finished. So now with all the talk of Obama’s stimulus package everyone is very optimistic about things moving forward, and I hope they are right. I see nothing but beneficial things for residents of Walla Walla County and improved highways, if for no other reason than safety. Hwy 12 from Walla Walla to Wallula is not a place I would want to have to drive 5 days a week 52 weeks a year. </span></p>
